You have less than three weeks to prepare for Victoria’s next rental law changes.
From 13 October 2026, rental providers must prove that their property met minimum standards when it was advertised or offered for rent.
Gas and electrical safety checks will be required every two years.
Bond claims will need advance notice and supporting evidence.
Rental application fees will be banned.
For accidental landlords, this creates more work and more risk.
For professional rooming house, co-living and dual living operators, it creates an advantage.
The market is moving toward compliant, well-managed, income-producing property.
That is where the Density Dividend sits.
Why the timing matters for Melbourne investors
Melbourne now offers one of the strongest gross rental yield stories among Australia’s major capitals.
Overall gross yields are around 4.0%, while units are near 5.1%.
Vacancy is around 2.6%.
Melbourne dwelling values remain below their previous peak, while investor lending has fallen.
Around a quarter of unit evictions are now linked to landlords selling.
Active listings have also fallen by about 7.4% since the May Budget.
This creates a clear problem.
A standard property with one tenant and one lease can lose all income when the tenant leaves or the owner must sell.
A professionally managed property with several compliant income streams can be more resilient.
Cotality Research Director Tim Lawless captured the market shift:
“With rents rising and home values falling, gross rental yields have continued to trend higher.”

AMP chief economist Shane Oliver’s September 2026 analysis also estimates that capital city houses are about 38% overvalued.
Melbourne houses are about 24% overvalued.
Melbourne units, however, appear fairly valued or slightly undervalued.
The message is not “buy anything with a high yield”.
The message is to assess smaller, income-producing assets with clear demand and strong compliance systems.
Strategy 1: Build a Paper Compliance system before advertising
The first mistake is Paper Compliance.
That means collecting documents only after a renter complains, a bond dispute starts or Consumer Affairs Victoria asks questions.
That approach is too late.
From 13 October, you must keep records showing that the property met minimum standards when it was advertised or offered for rent.
Your file should include:
- Minimum standards inspection reports
- Gas and electrical safety certificates
- Smoke alarm inspection records
- Building or maintenance invoices
- Photos showing key property features
- Appliance and installation details
- Records of repairs and upgrades
- Evidence supporting any exemption
The official Consumer Affairs Victoria rental law changes explain the new record-keeping duty.
Advantages
A complete compliance file makes your property easier to manage.
It also gives your property manager evidence to use during disputes, inspections and bond claims.
Disadvantages
Good record-keeping takes time.
You may also find old gaps that require repairs before you can confidently advertise the property.
That cost is the Compliance Tax.
Pay it early, or pay it during a dispute when the pressure is higher.
Strategy 2: Design for the 2027 energy rules now
The second strategy is to build or upgrade for the next rule change, not just the next deadline.
New minimum energy efficiency standards begin in phases from 1 March 2027.
They cover:
- Heating
- Cooling
- Hot water
- Shower heads
- Ceiling insulation
- Draughtproofing
Some cooling, shower head and insulation rules apply at the start of a new rental agreement.
When an eligible hot water system fails, it must be replaced with an energy-efficient electric system, such as a heat pump or electric-boosted solar system.
Draughtproofing also has a safety catch.
Where gas appliances are present, a licensed gasfitter must complete a safety check within the previous six months before draughtproofing work begins.
Review the full Victorian minimum energy efficiency standards before planning upgrades.

Advantages
Designing for the 2027 rules during a new build or major renovation is usually easier than retrofitting later.
Efficient heating, cooling and hot water can also improve tenant appeal and reduce running costs.
That matters in co-living homes where several people use shared facilities.
Disadvantages
Higher-quality systems cost more at the start.
You also need to check whether a claimed efficiency upgrade is actually suitable for the site, the building and the intended rental model.
Do not accept a builder’s broad promise that a property is “future-proof”.
Ask for the exact product, rating and compliance evidence.
Strategy 3: Use density to create several compliant income streams
The third strategy is to use the Density Dividend properly.
Co-living, rooming houses and dual living properties can produce more income from one title.
But density is not about squeezing in extra beds.
It is about creating useful, private and compliant spaces that match local demand.
A co-living property may provide private bedrooms, shared kitchens and living areas.
A rooming house may provide separate room agreements and shared facilities.
A dual living property may create two distinct living zones and two rental incomes.
Review AZ Property Solutions’ co-living, dual living and rooming house models for examples of how these structures can work.
Rooming house operators must also check the specific standards for heating, privacy, safety, security and amenity.
See the Consumer Affairs Victoria rooming house standards.

Advantages
Multiple agreements can reduce reliance on one tenant.
If one room is vacant, the other rooms may continue producing income.
A well-designed property can also serve renters seeking privacy, affordability and access to transport, jobs or education.
Disadvantages
More tenants mean more management.
You must plan for cleaning, utilities, maintenance, inspections, arrears and disputes.
Planning, building, registration and fire safety rules may also apply.
The headline yield is not your profit.
Calculate your net income after management, insurance, utilities, repairs, vacancy and finance.
Strategy 4: Replace Accidental Investing with professional operations
Accidental Investing happens when an investor buys a high-density property but manages it like a standard house.
That is a mistake.
Several reforms are already in force:
- No-fault evictions have been removed.
- Rent increase notice periods have increased to 90 days.
- Some notice-to-vacate periods are now 90 days.
- Rental bidding is further restricted.
- Minimum standards apply when the property is advertised.
- Smoke alarms require annual checks.
- The standard rental application form has applied since March 2026.
From 13 October, you must also:
- Arrange gas and electrical checks every two years
- Give advance notice before making a bond claim
- Provide evidence supporting the bond claim
- Remove rental application fees
- Follow the new draughtproofing safety process
Advantages
Professional management creates repeatable systems.
It reduces missed deadlines and helps protect your income, records and tenant relationships.
Disadvantages
Professional management costs money.
A specialist manager may charge more than a general property manager.
That is not wasted money if the manager understands co-living, rooming houses or dual income properties.
It is an operating expense that should be included in your feasibility from day one.
Pre-13 October checklist
Use this checklist before the new rules begin.

- Check annual smoke alarm records.

- Save inspection reports, invoices, photos and certificates.
- Remove all rental application fees.
- Update application and tenant onboarding processes.
- Review your bond claim process.
- Prepare advance notice and evidence templates.
- Check any planned draughtproofing work.
- Arrange a gasfitter inspection before sealing the property.
- Review the 1 March 2027 energy requirements.
- Stress-test your income with one vacant room.
- Confirm your property manager understands the asset type.
